四川秦巴山区河流生态补偿体系构建——基于水资源开发影响

针对受水资源开发影响的四川秦巴山区河流生态补偿体系中,现有的补偿主客体、补偿标准、补偿模式、补偿支付制度及补偿激励政策的问题,探讨了秦巴山区河流生态补偿体系的构建。根据秦巴山区河流生态体系的特点,提出了4种生态补偿原则;通过利益相关者分析及利益相关者的权责分析,确定了生态补偿的主客体;采用Vague集相似度量方法,构建了相应的补偿标准;针对不同的生态补偿内容和补偿主客体,建立了3种补偿模式;设计了激励政策系统框架;并提出了生态补偿度评价方法。

Establishment of an Ecological Compensation System for Qinba Mountainous Rivers Affected by Water Resource Development

The current ecological compensation system of Qinba mountainous rivers affected by the development of water resources has encountered problems in compensation subjects and objects ,compensation standards , compensation modes ,compensation payment system ,and compensation incentive policy .A proper ecological compensation system was established to deal with these problems .Four ecological compensation principles were proposed on the basis of the characteristics of the ecological system of Qinba mountainous rivers ,including the following :the compensation subjects and objects were determined by the analysis of stakeholders and their rights and liabilities ;corresponding compensation standards were established by using the vague set similarity measurement method ;three compensation modes were established for different ecological compensations ,different subjects and objects ;a framework for the compensation incentive policies was designed .Finally ,the evaluation method of ecological compensation degree was proposed .
