| 摘 要： | 本文在分析现有土地制度和理论界提出的几种土地制度改革方案的弊病的基础上,提出了改革农村土地集体所有制为农民具有包括占有、使用、收益、转让、抵押等在内的具有准土地所有权性质的永久土地经营权,国家只在法律上保留对土地的最终所有权的土地制度。
