基于DEA的电网企业运行效率评价研究

摘    要:在我国电力市场快速发展的今天,作为委托-代理框架管理背景下的国家省级电网企业,已成为国家电网公司的主要发展支柱,承担着电力市场开拓、电网建设、电力运行模式转变等重要业务,是相对独立的经营管理主体.如何对网省公司的绩效进行评价一直是国家电网公司管控工作的重点,笔者尝试对数据包络分析(Data Envelopment Analysis,DEA)方法的C2R模型进行改进,构建超效率DEA评价模型,解决当出现多个有效决策单元时无法对其进行排序择优决策的问题,并应用于对网省公司的运行效率进行综合评价,提出企业绩效改进的措施,以期在电力企业改革不断深化的过程中,能对电网企业市场化改革之路提供有效的方法.

Abstract:In Chinese power market fast development today,as the principal-agent framework management under the background of national provincial grid enterprise,has become a national power grid’s main development pillar,and responsible for electric power market development,power grid construction,power operation mode changes,and other important business,is relatively independent management subject.How to save the company performance of network evaluation has been the national power grid companies control the key work of the author attempts to Data Envelopment Analysis method of C2R model was improved,the DEA evaluation model building efficiency,when there is more effective to solve decision making units on the when cannot order according to the problem of decision-making,and application for the efficiency of the province company net comprehensive evaluation,and puts forward the measures of enterprise performance improvement,in order to the electric power enterprise reform process,can to power enterprise marketization reform,improve the way the effective way.
