| 摘 要： | 效率与公平的关系实质上是生产与分配的关系 ,即生产要讲效率 ,分配要讲公平 ;公平出效率 ,效率促公平。公平与效率的关系不是互相对立、此消彼长的关系 ,而是互相促进、相辅相成的关系。
