冷战后的国际预测研究:观点、特征与问题

冷战结束后,对国际局势变化进行分析和把握的现实需求日益增多,这促使国际预测成为学界一门紧缺而重要的知识门类。在预测国际形势未来走向的问题上,作者分别分析了基于思想史和意识形态研究的历史终结论、基于世界体系理论的周期性霸权论、基于现实主义理论的权力转移论、基于体制转型对未来国家间关系的制度影响论以及文明冲突论和大国兴衰论等,认为国际预测的发展基本体现了国际社会的思潮变迁以及各种理论流派的争论。21世纪出现的一个重要趋势是,一批相当有分量且由集体创作的国际预测作品开始出现,同时也反映出这一领域的研究在其工作理念、组织方式和研究手段等方面的深刻变化。作者认为,国际预测面临着巨大的挑战:一方面,要建立一门具有自己严密逻辑与范畴体系的学科知识,其基础显然还有待大大加强;另一方面,国际预测研究的多样性和进步性两者间在理论上还没有找到合理的解决方法,其预测水平的提升有赖于理论与观念等问题得到合理解决。
