| 摘 要： | “入世”以来,我国行政执法水平面临严峻挑战。依据程序法也能够保障实体法实施的原理,则行政程序法能够保障行政法的严格贯彻执行。制定一部完整的《行政程序法》迫在眉睫,这对于严格依法行政和遵守世贸规则意义重大。现就我国政治、经济和法制建设现状论述行政程序立法的必要性和迫切性。

| Abstract: | After China joining the WTO, the administration efficiency and law executing quality will face severe challenges. The executive procedure law can insure the execution of executive law, so, it is urgent to establish a perfect "executive procedure law" to promote the execution and follow the rule of WTO. This paper mainly discusses the necessity of executive procedure legislation from the viewpoints of politics, economy and legal system. |
