乡村振兴背景下宅基地使用权的资源再配及治理路径 ——基于定量定性混合研究方法

研究目的：从理论和实证两个层面分析乡村振兴背景下封闭式宅基地使用权的资源错配、治理路径及制度绩效。研究方法：理论分析法、定量定性混合研究方法。研究结果：（1）乡村振兴背景下，封闭式宅基地使用权与人口流动性增强的环境变迁不相适应，产生宅基地资源错配。（2）优化宅基地资源配置，需先行厘清村庄内部人地关系，进而建立外来农民非户籍所在地有偿使用宅基地制度。（3）向外来农民放开宅基地使用权对区域产业集聚与城乡融合发展具有更深层次的制度绩效。研究结论：允许外来农民在非户籍所在地有偿使用宅基地，是优化宅基地资源配置的制度改革方向。

Resource Reallocation and Governance Path of Rural Residential Land Use Right Under the Background of Rural Revitalization: Based on Quantitative and Qualitative Mixed Research Methods

The purpose of this study is to analyze the resource misallocation, governance path and institutional performance of enclosed rural residential land use right under the background of rural revitalization from both theoretical and empirical aspects. The research methods include theoretical analysis as well as quantitative and qualitative mixed research. The results indicate that under the background of rural revitalization, the enclosed rural residential land use right fails to fit the environmental change with the increase of population mobility, resulting in the misallocation of rural residential land resources. To optimize the allocation of rural residential land resources, it is necessary to first clarify the human-land relationship within the village, and then establish the system of paid use of rural residential land by non-registered migrant farmers. Granting the right to use rural residential land to migrant farmers has a deeper institutional performance on regional industrial agglomeration and urban-rural integration development. In conclusion, allowing non-registered migrant farmers to pay for the use of rural residential land is the direction of institutional reform to optimize the allocation of rural residential land resources.
