| 摘 要： | 制度之间的兼容与互补是充分发挥制度功能的重要条件，自然资源作为一种特殊的生产要素和社会资源，产权制度完善涉及各种目标和功能约束。以兼容和互补的原则合理安排产权制度各层次和各维度的制度单元，是完善自然资源产权制度的重要原则，同时也必须实现与交易制度、财税制度、监管制度的兼容互补才能充分提升自然资源产权制度的绩效。
