| 摘 要： | 我国资源耗竭和环境恶化的根源在于产权不明晰，产权制度创新是发展循环经济的内在要求。循环经济产权制度建设包括三个层次：产权的界定、交易权的安排、产权交易制度的建立。优化我国的循环经济产权制度，必须引入市场化的“公”权模式，建立多元的资源所有权体系，完善排污权交易制度。
