| 摘 要： | 构建和谐社会是公共财政实现的目标，公共财政是构建和谐社会的财力保障。运用公共财政手段促进和谐社会构建始终要坚持以人为本、发展经济、依法理财等指导原则。公共财政要通过资源配置职能、收入分配职能、调节经济职能的有效发挥来促进社会和谐的实现。

| Abstract: | the goal of public finance is to achieve a harmonious society and the financial guarantee of constructing harmonious society is public finance. Some golden rules should be maintained which contains human-oriented, economic development, fiscal management in accordance with law in the process of constructing harmonious society by the means of public finance. Public finance should promote the achievement of social harmony by the functions of allocation of resources, income distribution and regulating the economy. |
