完善土地流转制度研究:国内“土地换保障”的研究述评

研究目的:回顾和评述"土地换保障"的已有研究成果,为后续研究奠定基础和明确方向。研究方法:文献研究法和比较研究法。研究结果:"土地换保障"有利于完善农村土地流转和社会保障制度,但需要依据自愿原则谨慎实施。研究结论:应当分类分层分步实施,以保护农民利益为基本准绳,通过生命历程和生命周期等理论分析农民的保障利益需求和代际间利益关系,探究土地流转制度创新和社会保障体系建设之间的契合点,探索出既有利于农业规模集约经营、又能够满足农民社会保障利益需求的制度安排,推进经济社会持续健康发展。

Reseach on Melioration of Land Transfer System: Review on the “Exchanging Land for Social Security” Policy in China

The purpose of this paper is to review existing studies on the “Exchanging Land for Social Security” policy in China in order to establish the foundation and direction for subsequent researches. Methods of documentation and comparative study were employed. The results indicate that“Exchanging Land for Social Security” is beneficial to the amelioration of rural land transfer and social security system, yet the implementation should be conducted with caution according to voluntary principle. It is concluded that the policy should be implemented in accordance with classifications, layers and procedures, considering the interest protection of farmers as the basic criterion. Through the theories of life course and life cycle, the security benefit demands and intergenerational interest relationships of farmers should be analyzed and to find the integrated point between the innovation of land transfer institutions and the establishment of social security system. The institutional arrangements that benefit not only the scale and intensive management of agriculture but also social security system of the farmers should be explored in order to propel the sustainable and healthy development of the economy and society.
