农村合作金融存量改革与增量发展的制度经济学分析

2006年底农村资金互助社合法化文件的出台和2007年8月农村信用社第一阶段深化改革试点工作的基本完成，标志着农村合作金融改革正处于历史性突破的前夜。为更好推进农村合作金融发展，本文在对农村合作金融存量与增量发展中存在的主要矛盾进行制度分析的基础上，发现农村合作金融发展陷入“存量改革难”与“增量发展受阻”的双重困境，其深层原因是政府在农村合作金融改革发展中存在严重的路径依赖。

The Institutional- Economics Analysis of the Stock Reform and Incremental Development of Rural Cooperative Finance

The document of legalizing Rural Mutual Cooperatives was issued by the end of 2006, and the first-stage pilot undertaking of deepening reform of nwal credit cooperatives was basically completed by the August of 2007. The two events have been the mark the eve of a historic breakthrough in the reform of rural cooperative finance. For a better promotion of the development of rural cooperative finance, this paper has an institutional analysis of the main contradiction Existing in the stock and incremental development of the rural cooperative fi- nance. The result shows that what is behind the double dilemmas facing the rural cooperative finance development, which are the difficulties both in stock reform and in incremental development, is that the governments are seriously path - dependent in reforming and developing the rural cooperative finance.
