乡镇基层政府的公共服务供给能力问题探究

当前，政府公共服务能力是我国的一个热点问题。乡镇基层政府作为农村公共服务供给不可或缺的主体之一，其公共服务供给能力直接关系到城乡统筹发展、新农村建设的水平和广大基层群众利益的实现。文章提出乡镇政府基层公共服务能力的概念，展现了公共服务供给能力的现状。围绕乡镇政府公共服务供给能力的提升，进行了成因分析，并运用公共选择、委托一代理人及新公共管理等理论的相关内容对其进行了探究。

At present, the competence of the government＇s public service is a hot problem in our country. As for one of the indispensable main suppliers,the competence of the local government＇s public service is directly related to the overall development of city and countryside,the level of new rural construction and the realization of local people＇ s benefits. In this article, bringing forward the concept of the competence of the government＇s public service and stretching out the current situation. Aiming at the promote of the competence of the government public service, making the analysis of the causes, and having a discussion by applying some relating theory of public choice,principal-agent and new public management.
