小城市实施土地储备制度的思考

研究目的:为小城市实施土地储备制度提供有益借鉴.研究方法:实证分析法、因果分析法.研究结果:当前小城市土地储备存在城市规划滞后、政府定位不准、利益调整不当和操作不够规范问题.研究结论:小城市实施土地储备制度必须从科学构建储备模式、多元化筹措资金、完善保障体系和规范操作规程等方面入手,深入开展城市土地储备工作,加快区域经济发展和城市化进程.

Study on Land Purchase and Reserve System in Small Cities

The purpose of the paper is to contribute to implementation of land purchase and reserve system in small cities. Method of demonstration and causal ity were employed. The results indicate such problems as lagged urban planning, inappropriate positioning of local governments, improper interests adjustments a nd nonstandard operating rules. The construction of land purchase and reserve sy stem in small cities shall begin with scientific pattern, diverse ways of fund-raising, perfect guarantee system and normalized operating rules. Urban land pu rchase and reserve has to be strengthened to speed up regional development and u rbanization.
