基于生态文明度评价的区域比较实证研究

在"大力推进生态文明建设并将之放在突出地位"的历史新阶段,我国不同地区的生态文明建设进程究竟如何以及是否存在显著的区域差异?本文运用AHP分析法,构建了一个包容多属性指标的生态文明度综合评价模型,进而具体测算了2011年全国31个省区生态文明度的数值变化及其区域特征,研究表明:2011年我国大多数省区的生态文明度处于中级或中低级建设阶段,生态文明度均值约0.442(即"不及格"水平);区域经济发展水平与生态文明度之间并不一致但关联密切,两者之间并不存在理论上的内在冲突,关键在于经济发展的方式与路径;2007-2011年间我国东中西部地区的生态文明度指数呈现不同程度的稳步上升趋势且存在"西部>中部>东部"的动态特征。针对我国生态文明度总体建设水平较低以及区域不平衡的状况,本文最后提出了加快生态文明法制、体制和机制创新等若干政策建议。

What is the real development situation its regional characteristics of ecological civilization in the present China？ By the means of AHP analysis method, The paper＇ explored a prehension evaluation model in- cluding various indicators to answer above question, and find that： The average level of China＇s provinces is only 0.442 in 2011 and the majority of provinces stayed at low level of ecological development; the growth of regional development had a close relationship with the level of ecological civilization,and the both of vari- ables had no any inner conflict in theory; from a dynam- ic view, the degree of ecological civilization in dif- ferent regions maintained a steady rising trend （ the west area 〉 the middle area 〉 the east area）.On the base of analysis and conclusions above, the paper suggest some innovation of system and mechanism in the field of ecological civilization.
