FTA的制度经济学阐释

本文从制度经济学角度阐释了FTA的形成以及发展原因.国家的存在使国际贸易面临各种贸易壁垒,为FTA的形成和发展提供了外部条件,交易成本的存在则是各种FTA发展的根本原因.由于交易成本的存在使WTO以及其他多边体制谈判屡屡受挫,迫使各国转向谈判成本较低的各种FTA,促进了其发展.我国应该积极发展与其他国家的双边或多边FTA,绕开非关税壁垒,扩大出口,促进经济发展.

Toward an Explanation of FTA from the Perspective of Institutional Economics

The present paper offers an explanation of the reasons for the formation and development of FTA from the perspective of institutional economics.The existence of the state makes it inevitable for international trade to meet with various trade barriers,thus providing an external condition for the formation and development of FTA,whereas the existence of trading cost is the root cause for the development of all FTAs.Because of the existence of trading cost,negotiations of WTO and other multilateral systems are frequently frustrated,forcing many countries to turn to various FTAs with lower negotiation cost and,as a result,promoting their development.China should actively develop bilateral and multilateral FTAs with other countries and steer clear of nontariff barriers,so as to expand export and promote economic development.
