对我国非政府组织发展问题的若干思考

一般介绍市场经济的文献往往只谈到市场和政府的作用,好像市场和政府涵盖了整个社会。20世纪70年代末以来,随着政府改革运动席卷全球,世界上许多国家都经历了重大的变革。而这场变革的总趋势,就是疏离政府而亲近其他社会机构———即非政府组织(NGO)得到了相当大的发展。非政府组织在公共服务和公共管理中扮演了十分重要的角色,为公共服务和公共管理提供了不同于传统的新途径。实际上,NGO作为沟通政府与市民的中介机构和第三部门,与政府组织、营利组织(企业)一起构成社会机制三大板块。因此,发展非政府组织既有客观需要,又有现实的紧迫性。

Thoughts on the Development of the NGO

General speaking, most documents on market economy only introduce the role of the market and the government as if they can cover the whole society. Since 1970s, with the government reform throughout the world, many countries have experiences great transformations. The general trend of this transformation is to drift apart from the government and be on intimate terms with other social organizations---the NGO is developing rapidly. NGO plays an important role in public service and publish administration, provides a new approach that is different from the traditional one. In fact, as a medium, NGO, along with government organization and enterprises, constitutes the three parts of the social mechanism. Therefore, it is urgent and necessary to develop NGO.
