供应链管理视域下的政府采购初探

政府采购不同于一般商业采购活动，政府采购的主体链和运作链具有涉及主体多、环节复杂等特点，体现了国家利益和政策要求，服务于国家宏观调控。为建立符合当今要求的高效型政府，在政府采购供应链管理上，需要完善有关法规，实施集成式物流、信息流、资金流管理，夯实政府采购内部管理基础；实行供应商的集成管理、准时采购和高效库存管理，以提高政府采购效率。

Government Procurement under the Supply Chain Management

Government procurement is different from the normal commercial procurement activities. Compared with enterprises, the subject chain and the operation chain of government procurement involve more subjects and complicated links, reflect the national interests and policies and serve the state＇s macro regulation. To meet today＇s requirements for the establishment of an efficient government, in government procurement supply chain management, relevant laws and regulations need to be improved, the integrated logistics, information flow and capital flow management are to be implemented, the internal management of government procurement be consolidated and the integrated supplier management, time efficient procurement and inventory management be implemented to imorove the effieiencv of government procurement.
