| 摘 要： | 作为德国城市规划法定图则的建造规划,具有强大的生态调控功能,是德国地方政府实现公共利益的重要手段之一.论文首先通过对德国建造规划生态控制的系统分析,归纳出建造规划调控生态环境利益的主要措施和控制指标.进而结合我国控制性详细规划的实际,提出了以构建生态环境控制指标集为核心的德国建造规划生态控制方法借鉴策略.

| Abstract: | As the legally binding urban detailed plan, the German B-plan has the effective regulating function of the ecological control. It is one of the most important methods for the local governments to realize the public interest. This article analyses the ecological control in the German B-planning systematically, summarizing the primary methods and indicators. Moreover, based on the needs of the urban development in China, it proposes a new structure of the ecological control in the Chinese regulatory planning which concentrates on a framework of new ecological control indicators. |
