| 摘 要： | 在长株潭城市群“两型社会”试验区建设的背景下，从经济发展水平、科技创新能力、环境保护力度、对外开放程度等方面建立益阳市两型社会建设响应机制，并以益阳市现状响应程度为实证研究，通过响应程度的计算方法，可知益阳市对“两型社会”建设的综合响应程度为55．18，总体上与“两型社会”的差距甚大，为此在响应机制的基础上，认为明确区域功能定位、优化产业结构、加快小城镇发展、建立区域自主创新体系、提升区域魅力等能促进益阳市与长株潭城市群“两型社会”试验区建设的合理对接。
