瑞典、日本林业社会化服务体系的比较与借鉴

建立和完善我国林业社会化服务体系是非公有制林业发展的必然要求,也是深化林权制度改革的突破口。我国林业社会化服务体系的建设才刚刚起步,而一些林业发达国家在战后甚至更早就已建立了适应林业发展需要的林业社会化服务体系,其中特别典型的是瑞典和日本。我们可借鉴国外林业社会化服务体系发展经验,从我国的国情和林情出发,发挥政府的作用,完善法律体系,无偿或优惠,提供林道建设维修,发展教育—科研—推广体系的投入,以社会主义市场经济为导向,培育富有成效和有特色的林业社会化服务体系。

The Comparison and Quotable Advices from Socialization Service System in Sweden and Japan

The socialization service system of forestry is not only the necessity to establish and complete service system of forestry in China but also the breach to innovate forest property system. The establishment of socialization service system of forestry in China is just beginning while Sweden and Japan have established its socialization service system of forestry to adapt to the private forest development. On the base of learning the experience of the two countries, we should establish Chinese socialization service system of forestry according to Chinese characteristic and forest characteristic.
