基于毛乌素沙漠成因与现状的生态经济开发模式与制度保障

为探求毛乌素沙漠治理的根本措施,本文从生态经济学的视角探析我国毛乌素沙漠的历史成因和当前治理缓慢的制度障碍,认为毛乌素沙漠形成的历史成因是人口压力和落后生产方式导致的人地关系矛盾,当前治理缓慢的制度障碍在于沙漠生态公共产品外部性尚未内部化。发展沙产业是解决人地关系矛盾的根本出路,建立健全生态经济产品产权制度和补偿制度是外部性内部化的基本途径,也是发展沙产业的制度保障。

Ecological Economics Model and Ensure System of Mu Us Desert Based on the Cause of Formation and Present Situation

To explore the radical measure of prevention and control about Mu Us Desert,the methods of ecological economics is used for finding out the causes of historical formation and system hinder of present administer slowly about Mu Us Desert.The causes of historical formation about Mu Us Desert are contradiction between human and land which is produced by a large number people and backward productive way.System hinder of present condition of administer slowly is that external economic benefit of ecology public production isn't put inside.Desert industrial development can abate contradiction between human and land,it can not only make external economic benefit inside but also ensure desert ecological industry development that ecological property right system and ecology compensate system be improved and perfected.
