全面认识和把握“高质量发展”

自十九大报告提出"高质量发展"之后,政界、学界已作了非常多的解读和阐释,但大多都集中在经济领域,认为高质量发展主要是针对经济发展来说的。也正因为如此,一些人担心提高质量发展会牺牲经济发展的速度。文章通过研究认为,高质量发展是在中国特色社会主义进入新时代,为了解决中国现实问题,应对中国社会主要矛盾转换,实现中华民族伟大复兴和构建人类命运共同体而对经济社会发展方式变化做出的具有重大战略意义的新判断、新表述和新安排,是为解决人类问题贡献的中国智慧和中国方案;高质量发展的标准是新发展理念,内容是"五位一体"总体布局,保障是"四个全面"战略布局。文章最后强调,落实高质量发展要有战略定力,要以习近平新时代中国特色社会主义思想为指导,处理好速度与质量、中国话语权与西方霸权两个关系。

High-quality Development:A Comprehensive Understanding and Analysis

Since the"High-quality development"was proposed in the report of the 19th National Congress of the Communist Party of China,the political and academic circles have made a lot of interpretations and explanations,and most of them have focused on the economic field,which hold the point that High-quality development is mainly for economic development.Therefore,some people worry that improving the development in quality will sacrifice economy growth.Through research,it is believed that proposed at the time of socialism with Chinese characteristics has entered a new era,the High-quality development is a strategic new judgement,new statement and new arrangement based on changes in the economic and social development,as well as a Chinese wisdom and plans for solving human problems.It intends to deal with practical problems and the evolution of the principal contradiction in Chinese society,realize the great rejuvenation of the Chinese nation and the construction of a community of shared future for mankind.The standard of the High-quality development is the new development concept,the content of it is"the Five-Sphere Integrated Plan"and the guarantee is"the Four-Pronged Comprehensive Strategy".At the end of the article,it is emphasized that the implementation of High-quality development requires strategic focus,it should be guided by the thought on socialism with Chinese characteristics for a new era of Xi Jinping,and should handle the two relations of speed and quality,voice right of China and Western hegemony.
