丝绸之路经济带背景下我国新疆与周边国家产业合作升级的障碍与建议

随着经济全球化的发展,国际区域经济合作成为经济发展的趋势。位于丝绸之路经济带核心区的中国新疆,地处我国西北边陲,拥有最长的边境线,如何以"丝绸之路经济带"倡议的提出为契机,发挥地缘优势、资源优势,以产业合作推进实体经济深度融合是值得研究的课题。文章从农业产业、产能、第三产业等方面分析了我国新疆与周边国家产业合作的重点领域,诊断产业合作存在的障碍,从加强政策沟通,注重产业合作顶层设计;建立公共外交,夯实产业合作社会民意基础;优化提升营商环境,拓展产业合作领域;推进口岸经济带建设,打通产业合作通道方面提出政策建议,以期通过理论和实践相结合拓展边境地区产业合作研究的深度和空间维度。

Obstacles and Suggestions for Upgrading Industrial Cooperation Between Xinjiang and Its Neighboring Countries Under the Background of the Silk Road Economic Belt

With the development of economic globalization,the regional economic cooperation has become the trend in economic development.Xinjiang,located in the northwest border of China and has the longest border line,lies in the core area of the Silk Road Economic Belt.Thus,it is worthy to study how to take the Initiative of"Silk Road Economic Belt"as an opportunity,give full play to geographical and resource advantages,and promote the deep integration of the substantial economy through industrial cooperation.This paper analyzes the key areas of industrial cooperation between Xinjiang and its neighboring countries in terms of agricultural industry and production capacity.Diagnosing the obstacles in industrial cooperation,the paper gives suggestions on strengthening policy communication and improving the top-level design of industrial cooperation,establishing public diplomacy and consolidating the social public opinion basis of industrial cooperation,promoting the business environment and expanding the fields of industrial cooperation,boosting the construction of port economic belt and extending industrial cooperation channel.It is hoped to expand the depth and spatial dimension of industrial cooperation research in border areas through the combination of theory and practice.
