The willing to born for citizens has been decreasing for two decades in our country.The decreasing will cause harm to the social security for the old.This article discovers the common conditions of the decreasing and gives some reasons for it.And to compare the whole life income and the level of security between the non-willing to born and willing to born.To analysis the difference of cost and benefit,and to discover the positive aspect of decreasing to social pension.Finally this article gives some suggestions.
