| 摘 要： | 我国政府增加对基础性人力资本的公共投资,可以使中低收入居民的人力资本投资获得更高收益,这能够缓解我国日益严峻的收入分配状况。但是,相对于公共医疗卫生投资,我国公共基础教育投资的较快增长在提高部分中低收入居民的人力资本水平的同时,也恶化了他们的健康状况。另外,受到收入水平的制约,最贫困居民无法取得公共教育投资的收益,而高收入居民的教育水平却得到了提高。这些因素都不利于我国收入差距的缩小。
