摘    要:运用Super-SBM模型,测算了我国2000—2015年各个省份的绿色发展效率,并且使用面板固定效应模型和中介模型检验了不同环境规制工具对区域绿色发展效率的影响和传导机制。实证研究发现:不同环境规制工具与区域绿色发展效率呈显著的倒“U”型关系,命令型和市场型规制工具的正向促进作用更为突出;不同规制工具在东部、中部地区对绿色发展效率的倒“U”型作用较为显著,但是在西部地区的作用不显著;此外,命令型和市场型规制工具都可以通过影响研发强度,进而促进绿色发展效率的提升,且命令型规制工具对研发投入的激励效果更为强烈。

Abstract:This paper uses the Super-SBM model to measure the green development efficiency of various provinces in China from 2000 to 2015,and uses the panel fixed effect model and intermediary model to examine the impact and transmission mechanism of different environmental regulatory tools on regional green development efficiency.The empirical results show that:mandatory,market-based and voluntary regulatory tools have a significant inverted“U”relationship with regional green development efficiency.The positive promotion of command-based and market-based regulatory tools is more prominent.The inverted“U”effect on green development efficiency is more significant in the eastern and central regions,but it is not significant in the western region.Both command-based and market-based regulatory tools can promote green development efficiency by affecting R&D intensity.In addition,the incentive effect of command-based regulatory tools on R&D investment is even stronger.
