中国就业现状分析

中国每年城乡新增就业人数，大致维持在700万左右，就业人口增长率保持在1％左右。从1999年到2004年，就业岗位缺口有逐步增加之势。城镇正规就业人员的比重下降，非正规就业人员的比重提高，加强非正规就业人员的管理至关重要。城镇登记失业率逐年增加，超过了4％的自然失业率，就业形势比较严峻。总体就业弹性系数呈下降趋势。国家应采取就业优先的发展战略，以缓解当前的就业矛盾。

Analysis of Current Employment Situation in China

The Number of newly added employed population both in town and country every year remains about 7 millions, which increases at the rate of 1%. From 1999 to 2004, the gap between newly added labor resources and newly employed population per year has been widening. Since the percentage of standard employed population goes down and that of nonstandard one goes up, it has become extremely important to strengthen management of the latter. Registered unemployment rate in the town is increasing year by year, exceeding 4 %, the natural unemployment rate, suggesting a serious situation. The general employment elasticity has a falling trend. The government should put foremost emphasis on employment to solve the present contradiction.
