| 摘 要： | 土地听证制度的建立有利于我国土地管理工作依法行政、促进行政行为透明度公开性、行政程序的公正性。通过介绍土地听证制度的发展和土地听证的作用之后，针对我国土地听证制度存在的适用范围、土地听证专业队伍、听证参加人的范围、听证结果对行政决定的约束力等问题，提出了意见和建议。

After an introduction of the development and impact of land hearing system, this paper puts forward suggestions as well as views about the application scope of hearing, the professional hearing teams, the participants of hearing, the binding force of hearing to administrative decision,etc. |
