Study on Operating and Regulating of Public Utilities in China

Public utilities in China are undergoing rapid growth and institutional reform. The core of the amelioration is to restructure the relationship among non-network sectors and network sectors and regulation sectors. Based on the analysis with a three-dimension model, the author analyzes the latest reconstitution of public utilities and put forward the policy suggestions on the restructuring of public utilities. Non-network sectors should be privatized after the introduction of competition structure. The duty of regulator in non-network sectors is to evaluate the market structure and strengthen the competition. Network sectors should utilize the impetus function of government investment. The duty of regulator in non-network sectors is to supervise and evaluate the market behavior of operators. The regulation sectors should amplify the regulating organizations for both central and local levels.
