论高等教育发展中的联盟战略

联盟战略是高等教育发展的重要创新，但目前还存在着战略规划水平有限、实施方式单一、联盟战略定位不准、缺少联盟基础平台、忽视对整体功能的发挥等问题。为了保证联盟战略的成功实施，促进高等教育的科学发展，就应在明确联盟战略所处环境的基础上，提高联盟参与主体的素质以构建综合联盟，系统分析联盟战略的环境以构建柔性联盟，强化沟通协调以构建联盟共享平台，缩小联盟发展差距以实现联盟整体功能的优化。

Alliance strategy is an important innovation in development of higher education, but there are various problems such as the ability of strategic plan is limited, the methods of implement are simplex, orientation of alliance strategy is inaccurate, the basic platform of alliance is absent, the operation of systemic functions is neglected, and so on. Circumstance around alliance Should be identified to guarantee the success of innovation of alliance strategy and to accelerate scientific development of higher education. Then, on the base, the strategic ability of actors in alliance strategy should be improved to construct complex alliance, affecting elements of alliance strategy should be analyzed systemically to construct flexible alliance, communcation should be reinforced to construct platform shared by alliance, the development gaps in alliance should be reduced to optimize systemic functions of alliance.
