摘    要:土地供应作为宏观调控的重要手段,是影响房地产市场的重要因素。以天津市为例,从结构效应、经济效应和公平效应三个方面构建由15个评价指标组成的指标体系,利用物元分析模型进行绩效评价。物元模型客观地确定各指标的权重,能满足房地产市场绩效内部的复杂性。研究结果表明,天津市的土地供应结构介于一般和好之间。针对目前的土地问题,提出了合理制定土地供应计划、引导合理的住房消费、拓宽地方政府财政收入等方面的政策建议。

Performance Evaluation of Housing Land Supply Structure Based on Matter Element Analysis take Tianjin as an example

Abstract:As an important means of macroeconomic control, land supply is an important factor affecting the real estate market. The paper established evaluation index of land supply from three aspects which is structural effects, economic effects and fair effect based on the 15 evaluation indexes, and conducted performance evaluation by matter element analysis model, with Tianjin as an example. Matter element model objectively determines the index weights, and it can meet the internal complexity of real Estate Market Performance. The result shows that the structure of supply land in Tianjin is between general and good. According to the current land issues, the paper puts forward recommendations from three aspects which is establishing reasonable land supply, guiding rational housing consumption and expending local government revenue channels
