工业区土地二次开发制度供求冲突与制度创亲——基于案例与城市政策实践分析

伴随城市发展和产业结构转型升级的需要，工业园区土地二次开发需求越来越迫切。通过对开发区土地二次开发案例分析，剖析我国土地二次开发制度需求与供求冲突；通过梳理我国各城市的地方创新政策，探究二次开发自下而上的制度供给创新方向；以此为借鉴，提出我国工业园区二次开发模式和制度创新顶层设计建议。

Study on Conflicts between System Supply and Demand of Secondary Development of Industrial Park and the Institutional Innovation based on cases and innovation policies

With the development of city and the industrial restructuring, the demand for secondary development of industrial park increases urgently. Through analyzing cases , the thesis dissects system demands of secondary development of ：land and the conflicts between the current system supply and demand. The article also probes the direction of innovation of land＇ s secondary development by carding innovation policies of cities all over the country. Then we propose modes of secondary development of industrial park and give some suggestions of institutional innovations
