江苏近代以来沿海开发的成效与启示

2009年6月,国务院通过了《江苏沿海地区发展规划》,标志着江苏沿海开发上升到国家战略层面。阐述江苏近代以来沿海开发中的开发思路、重点开发项目、开发政策及成效,总结沿海开发中要有一个较好的开发规划,依靠科技进步促进生产力的发展,资源开发与保护必须并重,科学拟定围堤线等经验教训。提出当前沿海开发要因地制宜发展生产,加强基础设施建设,实施科技兴海战略,进行科学的投资决策。

Achievements and enlightenment of development of coastal areas in Jiangsu Province since modern times

The "Development planning of coastal areas in Jiangsu Province" issued by the Chinese State Council in June of 2009 has marked that the coastal development in Jiangsu Province has been included in China’s national strategic planning. The thought, important projects, policies and achievements in the development of coastal areas in Jiangsu Province since the modern times are introduced. The following experience and lessons of the coastal development are summarized: (1) there should be a better development planning; (2) the development of the productivity should be promoted by depending on the progress of science and technology; (3) the development and protection of resources should be both highlighted; (4) the embankment line should be scientifically determined. Some suggestions are proposed: development of production based on the local situations, strengthening of construction of infrastructures, implementation of development strategy of coastal areas based on science and technology, and scientific decision-making of investment.
