建设低碳社区,推动发展方式转变

低碳社区是可持续发展模式下的居住形式。低碳社区建设对于经济发展方式转变具有促进作用,国外低碳社区建设及低碳发展的做法对我国有很好的借鉴意义。我国一些城市,如杭州、深圳等也有许多宝贵的经验可供参考。目前,我国在低碳社区建设方面尚存在着理念不够深入人心,公众参与程度较低,很多地方在做表面文章,缺乏核心技术,缺乏量化标准和签证体系等问题。应借鉴国外经验和国内成功的做法,做到政府统筹协调,公众积极参与,研究出台低碳社区建设标准和规范,鼓励开发新能源,节约循环使用水资源,倡导绿色出行,实现零距离换乘;用地功能适度混合,公共设施合理配置;按照循环经济观念,打造资源循环链。

Constructing Low Carbon Community and Promoting Transformation of the Pattern of Economic Development

This paper points out that the construction of low carbon community has stimulative effect for the change of economic development mode.It is argued that some problems occurs as a result of: philosophy has not been deeply rooted among the people;the public participation is low;some regions are busy with superficial work,which has resulted in both the lack of core technology and quantitative criteria,and visa system.Finally,this paper suggests that the experience abroad and domestic successful practice should be adopted;see to it that government should be integrated and coordinated,and public should actively participate in;we should research on low carbon community construction standards and specification;encourage the development of new energy,conserve or recycle water,advocate green travel,and come true for passengers to exchange in zero distance;land functions must be appropriate mixed,and public facilities must be reasonably allocated;according to the circulation economic concept,creating resources circulation chain.
