| 摘 要： | 对国内外学者有关水利财政投入研究成果进行梳理,对国外学者在水利财政支出总量、支出结构、支出体系、财政投资主体地位及使用效率,以及国内学者在水利财政支出结构、收入机制、资金管理与绩效等方面的研究成果进行评述,指出其中之不足,提出对我国水利财政进行实证研究,完善水利建设财政政策的建议。
