水利工程征地中农村小作坊拆迁安置问题探讨

水利工程建设征地、拆迁涉及的小作坊愈来愈多,但搬迁安置过程中由于对小作坊的经营性资产特性考虑不足,补偿方式单一,使得小作坊无法得到妥当安置,影响到小作坊业主的生计恢复。从土地资源稀缺和政府利益双重角度探析造成这一问题的原因,并从土地集约利用和政府责任的角度提出小作坊的安置建议：强化政府协调职能,推行产权调换为主的多途径安置,促进小作坊自主发展与联营做强的发展道路,从而保证小作坊的妥当安置,促进移民收入增长与地方经济协调发展。

Resettlement for demolition of rural small workshops owing to land expropriation for water conservancy projects

There have been more and more small workshops induced by the land expropriation and house demolition for water conservancy projects.However,insufficient consideration of the characteristics of business assets of the small workshops and simple compensation method result in improper resettlement of the owners of the small workshops.As a result of this,it is not easy for the owners to recover their living and production.The relevant causes were investigated from the viewpoints of the shortage of land resources and the responsibilities of government.Some suggestions for the resettlement of the small workshops were put forward from the intensive utilization of land and the responsibilities of government： strengthening of the government coordination function,implementation of multi-way resettlement with the property right exchange as the core,promotion of independent management and joint operation.Accordingly,the small workshops would be satisfactorily resettled so as to improve the coordination development between the immigrant income and the local economy.
