新时期水文化的内涵及其与水利文化的关系

在推进传统水利向现代水利、可持续发展水利转变的新时期,进一步认识水文化的内涵对于推进水利事业发展具有重要意义。界定了水文化及水利文化的概念,从物质、精神、制度三个层面剖析了我国水文化的内涵。认为水文化与水利文化是既有区别又有联系的两个概念,水文化较水利文化历史更悠久、内涵更深远、外延更宽泛;水利文化是水文化的核心,在水文化的成熟和发展中占据主导地位,是水文化中的基本内容。

Connotation of water culture in new period and relationship between water culture and water conservancy culture

We are currently in the new period that the traditional water conservancy advances upon the modern water conservancy and the sustainable development of water conservancy.The further understanding of the connotation of water culture is important to promote the development of water conservancy.The concepts of water culture and water conservancy culture were defined.The connotation of water culture was analyzed from three levels of material,spirit and system.A conclusion is drawn that the water culture and water conservancy culture have differences and are also connected.The water culture has more glorious history,more profound connotation,wider extension.The water conservancy culture is the core of water culture and dominant in the development and maturity of water culture,and it is the basic content of water culture.
