| 摘 要： | 黄石是一个典型的资源型城市,＂大产业、大园区、大城市＂发展战略将不断开创黄石科学发展的新局面。黄石十分注重石化、化工业项目的引进和建设。但化工企业大多有易燃易爆、有毒物质,必须注意生态环境的保护和积极加强环境突发事件的应急能力,更应编制环境突发事故应急预案。化工企业事故应急预案的编制主要由重大危险源辨识、预案的编制、预案演习3大部分组成。加强化工企业应对环境突发事件的能力,可促进黄石经济的可持续发展。
