| 摘 要： | 对灾害经济学减灾效益的内涵可进行拓展,即地质灾害的减灾投入不但可以产生升值作用,也可以产生出新的价值。根据地质灾害防治工程减灾经济效益评估的需要将其划分为最通用的直接经济效益和间接经济效益。文章以三峡库区地质灾害防治工程为例,论述了地质灾害减灾效益评估的具体内容和地质灾害的物质财富可能损失模型的概率确定问题,并提出了评估水库淤积可能损失的简化评估模型。

| Abstract: | The connotation of disaster mitigation effect in disaster economics, in a broader sense, refers to that investment in disaster mitigation will not only increase in value, but also yield new value. Upon the request of assessing the disaster mitigation effect in geologic disaster prevention and control project, direct and indirect economic efficacies have been taken as two general indicators. The article takes the Three Gorges area as an example, expatiates the content of geologic disaster mitigation effect assessment and the determination of probability in the possible-loss-model in geologic disasters, and puts forward the simplified model for assessing the possible loss in reservoir siltation. |
