中俄木材贸易问题研究

中俄两国发展木材贸易的优势明显,地缘优势、资源优势、产业集群优势,以及双方政府重视为两国木材贸易的发展提供了有利条件。但目前面临合作档次低、市场秩序混乱、俄方调整政策提高合作门槛等挑战。对策建议,即突破传统观念,将生态效益的追求国际化;提高双方贸易档次,建立以政府为主导的合作框架;以实现"双赢"为导向,建立跨国林产工业产业集群。

Study on the Problem of Sino-Russian Timber Trade

Superiorities in China and Russia timber-trade are obvious. The superiority of geography, the resources as well as the industrial foundation have provided advantages for the Sino-Russian timber trade development. In the new era, the Sino-Russian timber trade is facing a series of challenges, particularly, the major transforms in the Russian domestic policies. How to deal with these challenges, the paper proposes a three-pronged suggestions, among which is breaking the traditional concepts to make the ecological benefits pursuit internationalization; enhancing bilateral trade grades to establish of a government-led framework for cooperation; establishing transnational forest industries cluster to achieve"win-win".
