摘    要:运用DEA视窗分析模型测度了考虑污染排放约束在内的安徽17个主要城市区域环境效率动态变化趋势,进而利用Malmquist生产率指数的测算及其分解探究安徽环境效率变动原因。得出结论:安徽环境效率区域发展不平衡,但区域差异有所收敛。技术进步制约安徽区域环境效率提升,技术效率成为安徽区域环境效率提升的源泉。

Abstract:Bused on DEA window analysis model, this paper calculates the changing trends of environmental efficiency in seventeen major cities of Anhui with the consideration of the constraint of pollution emission, and then uses the calculation as well as decomposition of Malmquist productivity index to explore the reason for the variation of Anhui's environmental efficiency, bused on which the author draws conclusions that different areas in Anhui have different environmental efficiencies but the difference is narrowing, technical progress constraints the improvement of Anhui's environmental efficiency while the enhancement of technical efficiency is the main cause for the improvement of Anhui's environmental efficiency.
