基于博弈视角的食品安全监管研究

对食品供给者和食品安全监管者的博弈分析表明,食品安全问题的出现,与供给不安全食品若成功获得的净收益巨大、被发现的概率和受到的处罚过低、对监管者无严格监管的激励约束机制等因素有关。因此,必须加强食品安全监管的法制建设,加强监管部门的监管能力建设,加大对监管者的奖励和惩罚力度,同时,建立第三方监督机制,以健全食品安全监管体制。

Research on the Supervision of Food Safety on the Perspective of Game Theory

It is indicated in the game analysis of food suppliers and food safety supervisors that the food safety issues are related to the following factors:the large net profit those unsafe food suppliers easily get,the probabilities to be detected and the less punishment,and the incentive and restraint mechanism lack of the strict supervision.It is thus necessary to strengthen the legal construction of food safety supervision,enforce the supervising capability construction of supervision departments,enlarge the degree of rewards and punishment to supervisors,and at the same time establish the Third Supervision Mechanism for the improvement of food safety supervision.
