| 摘 要： | 齐齐哈尔市作为老工业基地 ,国有经济比重大 ,机会成本高 ,效率低 ,致使整个齐齐哈尔市难以适应市场机制 ,经济发展水平低 ,地区整体经济实力日趋萎缩。因此 ,为摆脱困境 ,加快齐齐哈尔市整体经济发展 ,必须加大国有企业产权制度改革的力度

| Abstract: | Qiqihar as an old and industrial base, national economy occupy big proportion, chance cost is high, efficiency is low, this make Qiqihar can't meet market mechanism, economic development is low, economic strength of Qiqihar shrinks day by day. so, in order to extricate from a predicament, quicken whole economic development of Qiqihar, must enlarge power of reform in ownership of state-owned enterprises. |
