| 摘 要： | 我国人均自然资源拥有量低，但粗放利用现象又较为严重，实现从粗放利用到集约利用的转变必须依赖于技术进步。从技术水平与自然资源的稀缺程度角度考虑，我国应采取市场机制与政府手段融合，完善知识产权保护、财政税收、资源使用价格、资源产权、技术市场培育等方面政策，激励企业自然资源集约利用技术创新的主动性。

| Abstract: | In China, natural resources per capita are low, while the condition of wild use is common. The transaction of wild use to intensive use depends on technical progress. From the aspect of technical levels and natural resources scarcity, China should take measures to motivate the initial to technical innovation of intensive use of natural resources, like the merge of market mechanism and governmental acts, the strengthen of knowledge property protection, financial and tax polices, the price of resources use, resources property and the cultivation of technical market. |
