| Abstract: | This paper begins with the property and function of public finance.Since 1949,the public finance has occupied the dominant position in the water resources investment in China.With regard to the Chinese water resources projects, the common weal projects are dominated.Therefore,the public finance system is needed to play a leading role.Water resources in different regions also require that the public finance system plays a leading role. |
