我国土地转用制度的社会净损失

文章建立了我国现行土地转用制度的社会净损失模型.首先建立以完全竞争和平等交易为特征的土地转用理想市场模型,根据开发商需求曲线与农民供给曲线得出土地转用的理想市场均衡价格;然后根据地方政府官员与开发商的行为模式分析实际土地转用中价格与交易数量的决定.基于以上分析得出社会净损失,包括:可能存在的寻租行为导致开发商无效利用土地造成的社会损失、地方政府参与土地转用交易造成的社会损失、农民利益受到损害引发的社会矛盾和潜在的暴力冲突造成的社会损失.最后提出改革现行土地转用制度的意义.

Net social loss of the land transition institution in China

This article sets up a model of net social loss resulting from Chinese land transition institution. At first, the ideal land transition market model is set up, characterized by complete competition and au pair bargaining. Then, according to the behavior of local government officials and developers, the actual price and amount of transitional land are analyzed. A model of net social loss is created to reveal the ineffectiveness of the current institution. This paper concludes that modification of current land transition institution is urgently required.
