| 摘 要： | 土地政策是土地政策学的基础性概念。但多年来，人们比较忽视对该概念的研究。本文通过对目前流行的几个主要观点的剖析，探讨了如何给土地政策下定义的若干问题，同时也对土地政策的特征及其与土地政策相近概念的关系进行了初步研究。
