| 摘 要： | 社会保障制度是一项基本的社会制度，也是一项关乎民生的社会制度。十七大报告中明确提出了建立覆盖城乡居民的社会保障体系、保障人民基本生活的任务。相对城市社会保障制度改革的突飞猛进，我国农村社会保障制度的改革明显滞后，对我国农村政治经济的发展形成明显制约。城乡二元经济结构是导致现阶段农村社会保障体系存在问题、发展滞后的根本原因。
