我国射频设别(RFID)技术发展战略研究

摘    要:随着信息技术不断取得突破和应用的逐步深化,RFID技术发展遇到了许多新的问题,在新的历史条件下,亟需一套完善的指导体系,促进形成一条新的发展途径,来引领我国RFID快速健康发展。本文的核心内容为“把握一条主线,实现六个转变,发展七个重点,落实四项措施”。一条主线是:应用为龙头,技术为核心,产业为基础,标准为保障。在此基础上实现我国RFID发展的六个转变,即:技术推动型向应用引导与技术推动并重转变,工具型应用向资源型应用转变,基础技术研发为主向基础技术与应用技术研发并重转变,分布式制造向产业集群制造转变,生产制造业向制造与服务业并重转变,国家基础标准为主向国家基础标准和行业应用标准并重转变。为实现六个转变,要抓好七项重点工作:攻克核心技术,建设产业集群,推进自主标准,深挖信息资源,促进综合应用,注重效果评测,带动整体创新。保障各项工作任务得到落实,需要完善四类措施:建立健全RFID保障体制和机制,创新支持RFID发展和人才引进的政策,理顺RFID投入和运行模式,提升全社会RFID环境保障体系。

Abstract:As information technology continues to achieve breakthroughs and the gradual deepening of the application, RFID technology has encountered many new problems, in the new historical conditions, we need for a comprehensive guidance system and promote the formation of a new approach to development of RFID. The core content of this article is Applied as a leader, Technology as the core, Industry as based, Standards as the protection. On this basis, to achieve some changes of China' s RFID development: Technology - driven changes to the application of guidance, tools applications changes to the resource - based application, based technology changes to apply technologies, Distributed manufacturing to create change in industrial, production manufacturing to service, national basic standard changes to application standards. Do seven major tasks: R&D the core technology, build industry clusters, promoting their own standards, ferret out information resources, to promote an integrated application, results - oriented evaluation, lead the overall innovation. We must also etablish a sound management system, innovation support policy of development and introduction of talents, finishing RFID inputs and operating modes, enhance the environment for the whole of society RFID.
